I am interested in this software, can you tell me if it does the following:

Can it play a message to an unknown caller to enter their phone number and have it displayed on the caller id? If they don't enter it will it hang up?

Does it have the ability to record wave files to play when a specific caller calls?

Will it broadcast the wave file to other computers when a caller class?

No, Ascendis Caller ID cannot do this.
Does it have the ability to record wave files to play when a specific caller calls?
Ascendis Caller ID does not record wave files, but it can play different wave files for each caller. You can use Windows' Sound Record to record the wave files.

Normally sounds are played over the computer's speakers. If you want them played over the phone, you need a properly configured voice modem and you would use the PhoneSound command in advanced action scripts.

Technically Ascendis Caller ID does not broadcast the wave file, but you can get the same effect by running Ascendis Caller ID on the other computers and telling it to get the caller information from the computer connected to the phone line. This uses Ascendis Caller ID's networking feature.

If you configure the second copy of Ascendis Caller ID like the first, it will play the same wave file as the first. Conceptually, the second computer is getting the caller information over the network instead of from the modem. Otherwise it's the same -- the same program and, if you set it up the same, the same settings. Of course, you can always set up the second computer differently if you prefer.

Ascendis Caller ID is licensed by phone line, not by computer, so you can run it on as many machines as you need without buying extra copies. You just buy one copy for each phone line you would like to monitor.
